To the editor: It is time for a non-partisan, interim energy plan. Here is a start:
1) Postpone the discussion of offshore and Arctic drilling. Realization of benefits has a 10-plus year window, so it will not hurt to postpone this discussion until it can be included in the new president’s comprehensive energy policy.
