BOLIVIA—Before the sun came up, people started gathering outside Brunswick County Democratic Headquarters just to get a little extra food.

By the time the doors opened at 9 a.m., vehicles were lining both sides of Old Ocean Highway, the sheriff’s office was directing traffic, and people were given numbers to wait their turn in line.

Teresa Roth said she was No. 491.

“I got here about a quarter to 9,” Roth said as she waited outside with the crowd.
